Neighbourhood Plan Regulation 14 consultation

Writer: Adam GilmoreAdam Gilmore

Before we formally submit our draft Neighbourhood Development Plan (NDP)  to Wiltshire Council, we must carry out a six-week consultation with the community and stakeholders – this is called a “pre-submission consultation” or sometimes “Regulation 14”.

You can find the draft NDP document here, as well as the supporting evidence and appendices.

The consultation runs from 1st March to 12th April 2025.

After the pre-submission consultation, we assess and respond formally to your comments and then submit the NDP and evidence to Wiltshire Council for a six-week “submission consultation” or sometimes called “Regulation 16”. Wiltshire Council publicise the NDP and evidence more broadly and gather responses.

The final review is called “independent examination” or sometimes “Regulation 17” and is performed by an independent examiner appointed by Wiltshire Council. The examiner assesses whether the NDP and evidence are lawful.

The final step is a referendum, where you decide whether to adopt the NDP.

The draft Broad Hinton, Winterbourne Bassett and Uffcott Neighbourhood Plan has been informed by and responds to comments made during earlier consultation events. We are now seeking your views on the draft Neighbourhood Plan.
