Our Neighbourhood Plan is now in force
On 24th September 2026, residents of Broad Hinton, Winterbourne Bassett and Uffcott voted in favour of the Neighbourhood Plan. 251 people voted Yes and 47 voted No, with a turnout of 49.02%. The Parish Council would like to thank everyone who took part, and everyone who has contributed to the Plan over the last few years.
The Plan is now part of the statutory development plan for Wiltshire, so Wiltshire Council must use it, alongside its own Local Plan, when it decides planning applications in our parishes.
What happens next
A Neighbourhood Plan is not finished once it has been made. The Parish Council is now responsible for seeing that it does the job residents voted for.
Responding to planning applications: the Parish Council will refer to the Plan's policies when it comments on applications, and will ask Wiltshire Council to do the same.
Monitoring how it is working: we will keep track of whether the policies are being applied in decisions, whether the Design Code is shaping what gets built, and whether anything is not working as intended.
Revising it if needed: if monitoring shows a policy is unclear or out of date, or if changes to national policy or to Wiltshire's Local Plan affect it, the Parish Council can propose changes. Depending on their scale, changes may need further consultation, independent examination and another referendum, so we will only do this where there is a clear case.

Neighbourhood planning was introduced in the Localism Act 2011 and it allows communities like ours to create a local plan that forms a long term, positive vision for our neighbourhood.
A Neighbourhood Plan can cover all sorts of things such as housing needs, planning, design, sustainability, the environment, transport and amenities. Once the plan is made and voted for in a local referendum, it becomes a material consideration when Wiltshire Council makes decisions and provides clear guidance to them on what matters to this community.
Plan examination (Regulation 17) was in progress as of 4th May 2026.
After the open meetings in January 2023, we took the feedback received from the meetings and from follow up emails from the community, and updated our Vision and Objectives. The latest version can be found below.
